Repeat DUI offender's back on the road, but under supervision.
An interesting link to a story about the worst DUI/DWI offenders in New Mexico. They may get back on the road but they will at least have supervision. Ignition interlocks and proper monitoring have had incredible results in New Mexico. Suspended or revoked driver's licenses do little more than assure that the driver will not be licensed or insured, but the will be driving. With the use of a monitored ignition interlock program you can monitor these drivers and make sure that they are at least not driving drunk.
