A committee compiled of professionals from many fields involving the DUI process, as well as Kansas Legislators is drafting their new DUI bill. Although they have not completed their work they have started to come together on some of the topics that will be highlighted in their November final bill draft.
Ignition Interlock changes look to include shortening the suspension period, include all first time offenders to be required to serve at least a year of ignition interlock, as well as increase the amount of time on the ignition interlock for multiple DUI offenders.
As research has shown the increase in the amount of ignition interlocks installed on DUI offenders directly impacts the amount of alcohol related crashes, injuries and fatalities. The graph below illustrates this correlation, provided and compiled by *** Roth of www.ImpactDWI.org.

Two saddening wrecks have happened this week, one in Omaha Nebraska and another along I-29. Both are tragic examples of the impact of drunk driving. Above there are links to each individual story. Our thoughts and prayers go out to the families impacted by these events.
In the case of the wreck that occurred on I-29, Andrew Schlictemeier had been previously arrested for DUI in 2008. Although this was before the new Nebraska ignition interlock law, an interlock just may have saved these peoples lives. Had Mr. Schlictemeier been required to have an interlock he may have shown a pattern for a problem drinker alerting his probation officer to require him to have additional treatment, or extending his period on the interlock device. Potentially the interlock would have taught him that it is not worth even attempting to drive after having a drink.
One thing is for sure, whether a drunk driver is “one sip” over the legal limit, or many sips over the legal limit the outcomes can be tragic and devastate lives. I personally believe that the only way anyone ever becomes a multiple offender starts with getting the FIRST. This is where our treatment of the problem needs to begin.
If knowing an Ignition Interlock would have prevented this disaster, I’m sure all involved would gladly go back and have one installed. While hindsight is always clear, we know from statistics that the use of this technology could prevent future events like the two we witnessed this week.

G.I. police officer struck by mini-van after fireworks display.
A Grand Island, NE police officer directing traffic following Sunday night's fireworks show at Fonner Park was struck and injured by a suspected drunk driver.
Officer Adam Paitz was directing traffic at Stuhr Road and Fonner Park Road when the accident occurred about 10:34 p.m. Sunday; just minutes after the end of the public fireworks display.

Hawaii looks to have passed life saving ignition interlock legislation. Lt. Governor Duke Aiona signed their legislation into law last Monday. The new law will allow convicted DUI offenders to get back behind the wheel, with the only restriction being that they have an ignition interlock installed on their vehicle. The new law will begin January 1st. Congratulations to the legislators of Hawaii for protecting the roads in their state. Ignition interlock devices have been proven to reduce alcohol related crashes as well as fatalities. Ignition interlock have also been proven to be up to 95% effective in reducing DUI recidivism when in place.

Well, as many have made a point of license suspensions simply do not work. A conservative estimate from MADD is that 75% of people under a license suspension continue to drive. MADD offers up a solution to this problem. They encourage states to lower the suspension times if an offender installs ignition interlock. This would allow someone to keep their job, contribute to their communities, attend treatment, and get their families where they need to go.

In Kansas City police during a patrol spotted a station wagon going the wrong direction on a one way street. When they pulled him over the found that he had a suspend license. While this type of violation is not out of the ordinary, this was a special case. Mr. Jones had been driving on suspend driver’s license since his DUI in 1989. He had avoided the law for 21.

Although 2008 had the lowest number of fatalities for Kansas since they started keeping track of that statistic, this year the number increase sharply The Wichita Eagle reports. This number may entice the legislature to act earlier than the 2011 DUI Commission anticipates. MADD’s Chuck Hurley made a statement about how he thinks we can get the number back down. “Chuck Hurley, the chief executive officer of Mothers Against Drunk Driving, also noted that improvements were made in states such as New Mexico and Arizona, which have adopted tough laws using breath-monitoring ignition interlock devices for offenders.” Although the commission has all agreed that adopting a first time offender ignition interlock policy is the right direction their plan is to not move forward with a bill until 2011.
